Until 2003, local public funding for the arts stayed ahead of inflation and even showed growth during the recession years of the early 1990s. Last year, aggregate funding dropped for the first time in 15 years, from $800 million to $770 million. In 2004, it will drop an estimated 4 percent to $740 million.
