Arts-Related Stimulus Funding Summary

The American Recovery and Reinvestment Act includes eight initiatives that will enhance the role of the arts in achieving national economic recovery:

Agency: National Endowment for the Arts

General Description
$50 million to be distributed in direct grants to fund arts projects and activities which preserve jobs in the non-profit arts sector threatened by declines in philanthropic and other support during the current economic downturn. 40 percent shall be distributed to State arts agencies and regional arts organizations in a manner similar to the agency's current practice and 60 percent of such funds shall be for competitively selected arts projects and activities.

Purpose or Dates
One-time grants to eligible nonprofit organizations including arts organizations, local arts agencies, statewide assemblies of local arts agencies, arts service organizations, units of state or local government, and a wide range of other organizations for projects that focus on the preservation of jobs in the arts. All applicants must be previous NEA award recipients from the past four years. Deadline April 2nd, 2009.

Agency: U.S. Department of Education

General Description
Competitive grants, formula grants Local educational agencies, state agencies and other entities $53.6 billion for State Fiscal Stabilization Fund $12.2 billion for Special Education $13 billion for Title I $650 million for Education Technology $100 million for Teacher Quality State Grants Programs

Purpose or Dates
Spending priorities set by Governor and/or through formula grants to Local Education Agency. 81.8% of Stabilization Fund can be used for elementary, secondary purposes. 18.2% can include education modernizations renovation and repair.

Agency: U.S. Department of Transportation Enhancement (TE) Grants

General Description
To help expand transportation choices and enhance the transportation experience: landscaping, preservation, historic programs, museums, etc.

Purpose or Dates
Of $27.5 billion made available to the Federal Highway Administration by the Act, 3% of the total (after some other allocations), or approximately $800 million, is set aside for TE. See state apportionment of funds.

Agency: Corporation for National Service

General Description
$201 million for three major programs: Senior Corps, America Corps (State and National, Vista, and NCCC), Learn and Serve America and Special initiatives: national and local non-profits, government agencies, faith based and other orgs.

Purpose or Dates

Agency: U.S. Dept of Housing & Urban Development –Community Development Block Grant (CDBG)

General Description
$1 billion via formula grant to cities and states. Competitive grants administered through municipal community development offices allow for real estate purchase, rehabilitation, facility repair and other uses to support community needs in eligible neighborhoods.

Purpose or Dates

Under the Recovery Act, recipients shall give priority to projects that can award contracts based on bids within 120 days of the grant agreement. 70% of local CDBG funds must be used for activities that benefit low and moderate-income persons.

Agency: U.S. Department of Labor

General Description
Increased funding for Workforce Investment Act programs ($4 billion), Youth Activities ($50 million), Dislocated Workers ($1.25 billion), Community Service Employment for Older Americans ($120 million) and increased Unemployment Insurance and eligibility.

Purpose or Dates
Added funding is disbursed through existing formula grants or traditional grant programs.

Agency: U.S. Department of Commerce Economic Development Administration

General Description
$150 million spread among two competitive grant programs: Public Works and Economic Development Facilities Program and the Economic Adjustment Assistance Program relying on input among EDA’s six regional offices, located in Atlanta, Austin, Chicago, Denver, Philadelphia and Seattle

Purpose or Dates

Public works and economic development, university development, construction and rehabilitation of public infrastructure, research for economic development, supporting research, higher-skill/higher-wage jobs, helping manufacturing and production. Local technical assistance programs that could include cultural district planning in partnership with private sector coalition.

Agency: U.S. Department of Agriculture – Rural Development Program

General Description
$130 million for Rural Community Grants and Loan competitive grant program

Purpose or Dates

Community Programs administers programs designed to develop essential community facilities for public use in rural areas. These facilities include schools, libraries, childcare, community centers, public buildings and transportation.
