Vern Buchanan (R-FL) reintroduced the long-standing Artist-Museum Partnership Act (H.R. 4948) that would allow artists the same tax benefits as other Americans as it relates to donations of works of art, including literary, musical, artistic, or scholarly compositions given to and retained by a nonprofit collecting institution. A nation plagued by school shootings watched the horror play out yet again in Southeast Texas when eight Santa Fe High School students and two teachers were killed and 10 others were wounded recently in the worst school shooting since the February assault on Marjory Stoneman Douglas High School in Parkland, Florida. Many of these victims were in an arts classroom making art at the time. Schools must be safe places for students to learn and pursue their passions in the arts and beyond.

Earlier this year, Texans for the Arts successfully executed the legislative strategy that secured a new appropriation of $5 million from the 84th Texas Legislative Session for the Texas Commission on the Arts (TCA), with support from and in partnership with the Texas Cultural Trust. The new funding was dedicated to TCA’s Cultural and Fine Arts Districts program, Arts Respond Cultural District Project, for the 2016-2017 biennium.

The Houston City Council approved the city's Arts And Cultural Plan on Wednesday, October 14. An arts and cultural plan has not been adopted in 22 years—since 1993. Houston Mayor Annise Parker called the plan “overdue.” The plan lays out local community concerns, provides a vision for the future of Houston’s arts and culture sector, and provides a list of recommendations to achieve long-term goals.

Austin City Council Increases Arts Program Funding after City-Wide Music Census

The City of Austin, highly regarded for its culture of live music, released the findings of its first music census in June 2015. The census reported that over 68 percent of Austin musicians made less than $10,000 annually and that 20 percent were living below poverty levels. In addition, the city found that respected music venues were closing due in part to rising rental costs.

Poet Laureate of San Antonio Laurie Ann Guerrero has added another title to her name: Literary Arts Director/Writer-in-Residence at the Guadalupe Cultural Arts Center. The Center cultivates, promotes, and preserves traditional and contemporary Chicano, Latino, and Native American arts and culture through multidisciplinary programming, and is one of the largest community-based organizations in the US. 

U.S. House Halts Further Consideration of the Interior Bill

The House has postponed further consideration of the FY 2016 Interior Appropriations bill (H.R. 2822). This annual bill provides funding to cultural agencies, including the National Endowment for the Arts (NEA). The House postponed final passage due to strong controversy surrounding voice-voted provisions impacting the display of Confederate flags on certain graves in federal cemeteries and on merchandise within contractual National Park Service (NPS) gift shops.
