More than ever, the arts are promoting greater awareness and understanding of community issues, contributing to shifts in thinking and in attitude. I see artists and arts organizations across the country being integrated into practices of civic engagement, and applying the power of artistic imagination to inform, inspire, engage, and motivate social action. And I continue to applaud state and municipal governments across the U.S. for embracing such collaborations.

As grantmakers, we distribute scarce resources, so I worry when panels cannot have an open, honest discussion about important issues like cultural appropriation and how that might result in how we mete out funds. If tokenism limits the ability of people of color to impact grant decisions, or panel dynamics shut down discussions about uncomfortable issues, we are not doing our jobs. The 11 attributes offered in Aesthetic Perspectives provide a new framework for evaluating applications that could facilitate productive and meaningful panel meetings.

I recently joined an arts high school community, and I live in awe of the complexity, depth, and flexibility that the arts school model provides. I’m enamored with the space we create when we design schools for students who have a demonstrated passion and aptitude for the arts. Arts schools allow our most creative young people in society to feel supported, celebrated, and encouraged to grow. I contend that the confidence, skills, and sense of community students gain from attending arts schools helps them to become the best version of themselves.

Recently, I participated on two funding panels: the National Endowment for the Arts for theater projects and a California foundation for commissioning new music. Artistic excellence was a key criterion on both panels. Defining quality used to be easy, although taste was always a mitigating factor. Now in our multicultural society, it is more complex. No longer can we calibrate merit solely through a Euro-centric framework. Experts on my theater panel reviewed applications from ensembles with budgets in the tens of thousands to those with budgets in the tens of millions. Projects included amateurs learning to tell their own stories , alongside avant-garde works, free Shakespeare, revivals of classics, puppet tales, new scripts, site specific and culturally specific productions. Communities served included Latino, African American, LGBT, elderly, children, the incarcerated, and homeless in urban, inner city, and rural locations. Music panelists judged choral, electronic, jazz, and orchestral proposals against Balinese Gamelan and East Indian vocal projects. String quartets competed with a Tibetan music master, Ghanaian drummer, Turkish singer, and Beijing Opera performer. Projects ranged from minimalist to the operatic, traditional proscenium-based concerts to multidisciplinary extravaganzas. There were limited dollars to grant, so competition was steep in both panels. Excellence mattered, and there was no lack of artistic excellence, but quality had to be judged through multiple worldviews and experiences. Panelists came from varied aesthetics, ethnicities, generations and geographies to allow for a fair review of the proposals. Equity and parity, as well as cultural competency factored into our decision-making. Liking an artist or project was not sufficient. Listening and learning from one another’s comments were vital as we navigated beyond personal taste. Context matters, traditions are essential, and community is crucial.

In America, the arts are often seen as a luxury. They are the first thing to go when school boards cut budgets, and successful arts policy is seen as the exception, not the rule.

Like other so-called “luxuries,” people go to extreme measures to preserve its integrity. Historically, art is something we risk incarceration for, accept poverty for, or in the case of the quintessential rock star—quit your job, sell your house, and move across the country. Chuck Close said art saved his life. Ai WeiWei has been detained by the Chinese government. Thrice. Clearly, we’re onto a powerful motivating force.

Yet if so many acknowledge the arts’ value, then why do we even have to convince people to participate? Americans for the Arts' CEO Bob Lynch traces Americans’ view of cultural events to our puritanical roots: “In Europe, arts advocacy organizations don’t exist they way they do in America—simply because they don’t need them.”

Lubbock, Texas has a metropolitan area of about 300,000. Lubbock is also about a six-hour drive in any direction from the next major city. The isolation of Lubbock could be considered a disadvantage – limiting collaboration, diversity, and ideas. Graduates from the local university often leave the city seeking jobs and more money in bigger markets.

However, the isolation may also be one of Lubbock’s greatest assets. Lubbock has a mentality of – “if we want it, we are going to have to build it – ourselves.”
