Americans for the Arts, in partnership with the National Conference of State Legislatures (NCSL), presented Colorado State Representative Leslie Herod with the 2021 Public Leadership in the Arts Award for her work in advancing arts and culture, especially during the pandemic to help artists and arts organizations survive. As Chair of the Colorado House Appropriations Committee, she has used her influence to ensure that arts and culture are not only seen as economic engines but are treated with the respect they deserve. Rep. Herod is fond of comparing the economic impact of the state’s arts and culture sector to its ski industry. Aware that everyone in Colorado knows that the ski industry is huge in the state—supporting jobs and bringing in tax revenue—she notes that the ski industry is $4.8 billion dollars, while arts and culture is a $14.4 billion dollar industry, generating about three times more than the ski industry. Rep. Herod believes that the arts bring diverse groups of people together to inspire connections, create change, and support economic vibrancy. She believes that the shortest distance between people are their stories, and the arts open doors to conversations that define us as a community and address complex issues to create greater understanding.

On October 14, 2022, Representative Suzanne Bonamici (OR-1) introduced the Capital, Repairs, and Employment for Art Talent to Improve Visibility Everywhere (CREATIVE) Act. The CREATIVE Act would expand access to capital for facilities by allowing local arts agencies, museums, and 501c3s to receive grants of up to $5 million to construct and acquire new facilities, maintain and improve existing facilities, or hire staff or produce art at existing facilities.

National Arts in Education Week is upon us, and it is a wonderful time to reflect on where arts education has been and where it can go with impassioned arts advocacy. K-12 arts students and educators have endured a rocky road through the pandemic, and their perseverance must continue as we head into a new normal of education in the United States. The arts improved the social and emotional well-being of students during the pandemic. In 2020, at the outset of the pandemic, 125 national groups including Americans for the Arts endorsed the Arts Education is Essential Statement affirming the need for all students to have access to equitable arts education opportunities in dance, media arts, music, and theater. The statement was prompted by concerns that cutbacks in staff, funding, and scheduling would put K-12 arts education subject areas at risk, particularly for the traditionally underrepresented, those with special needs, and students from low-income families. While schools throughout the country have resumed in-school learning and arts education programs are thriving in some communities, quality arts programs continue to be limited or not available at all in many schools. The renamed Arts ARE Education statement is a now full-fledged national arts education campaign recognizing that all pre-K through grade 12 students have the right to a high-quality school-based arts education in dance, media arts, music, theater, and visual arts.

Compassionate Artists, a nonprofit in Long Beach, California, brings music, dance, and art to financially disadvantaged seniors living in residential care facilities in Southeast Los Angeles County. Founder and Executive Director Carol Gibson launched Compassionate Artists in 2016. For six years, the team has offered live performances and activities, bringing joy and creativity to seniors. “I have personal experience in both the performance and production sides of special events like concerts, theatrical productions, dance companies, and creating art. My stage management experience has given me the organizational skills that I need to structure Compassionate Artists in the most productive way. I am very experienced working with all type of performers, so I am familiar with their needs and have the ability to connect with a variety of personalities. I have been a passionate volunteer my whole life and love making peoples’ lives better.”

New Report Shows How Cities Are Using ARPA Funds to Promote Equity

In collaboration with The Kresge Foundation, the U.S. Conference of Mayors released a new report, “Promoting Equity through ARPA Implementation,” which documents 20 city case studies and details how mayors are using State and Local Fiscal Recovery Funds from the American Rescue Plan Act (ARPA) to invest in underserved populations and address the disproportionate impacts of the COVID-19 pandemic on low and moderate-income people and communities of color.

The Washington State Arts Commission, ArtsWA, nurtures and supports the role of the arts in the lives of all Washingtonians. As the Arts in Education (AIE) Program Manager at ArtsWA, Tamar Krames oversees a variety of programs and partnerships with a focus on equitable access to quality arts learning. Krames is a multimedia artist, National Board-Certified teacher, and arts administrator. Supporting innovative, community-based practices in schools has been at the core of her work for the past 20 years. Current projects include managing Arts in Education grants, providing support for teaching artists and PreK-12 arts teachers, and amplifying the creative practices of youth and educators. Krames holds a Master in Teaching degree from The Evergreen State College and a BFA from the San Francisco Art Institute.

As the price of goods rises, costs will likely flow as far downstream as possible—which means cultural organizations and artists will continue to get hit with rising costs while arts patrons are likely to have more expenses that eat away at disposable income. At the same time, the slowly closing spigot of relief and recovery funding, mistimed to the needs of our field where things are still solidly behind where they were prior to the pandemic, poses serious risks to independent workers, creative entrepreneurs, and arts organizations. Will public policy solutions like Universal Basic Income (and related large-scale public policies around unemployment and healthcare access) scale enough to make the difference? It’s hard to imagine—but even two years ago it would have been hard to imagine multiple major cities running UBI pilots specifically designed to support and maintain a creative class.

It was going to happen eventually, but the pandemic drove digital engagement of one type or another into almost every aspect of life. As we progress forward, how will that engagement make things better—and how might it make things worse? There is so much promise and peril for the arts sector and artists when it comes to the digital space, cryptocurrency, and the metaverse. The rules of much of this space are still being written, so one argument goes that it may end up being a more egalitarian and open space in which entrepreneurial creatives of all stripes can control more of their own destiny. On the other hand, accessibility issues and repeating patterns of colonization of the space by the same monied, privileged few who have been able to colonize elsewhere have people concerned. Whatever the outcome, these formerly sci-fi concepts have solidly moved into the realm of reality and will take up increasing brain space (and revenue) for both artists and arts organizations in the coming years.

The planet is heaving, as are the human populations living on it. Whether we’re talking major weather events and icebergs the size of cities, the threat of global war, oppressive legislation at home, or a looming election amid governmental stagnation, much feels topsy-turvy these days. Climate change is already affecting the living habits of millions of people in ways large and small, and in the coming decades it will affect where we can have homes (and studios and performance venues), how much it costs to maintain internal climates that are comfortable, the availability of materials, and more. Similarly, burgeoning violence, invasion, and occupation are affecting systems and costs globally and locally, and likely will soon spark migrations that may impact cultural organizations and foster engagement by and with artists. On these scales, the potential impact of elections and state and national policy are closer and clearer, and accessibility to culture for millions of people may be affected.

A true tussle between those who want it to go back to how it was, and those who want something new in the relationship between workers and work, is about to come to a head. For our sector, the implications of this shift in work are, and will be, profound. The hardship of the pandemic created exoduses of artists leaving the arts field, either temporarily or permanently, and have opened new job training employment opportunities for creative workers and organizations. For those staying in the arts, collective organizing offers the promise of better wages and quality of life.

Now that we’re more than a quarter of the way through 2022, it seems like the perfect time for a post about trends that will impact the arts this year, right? But seriously—the world is moving so fast and seems so chaotic that maybe partway in is the perfect time to think about the trends happening around us and how they’ll carry through for the remainder of the year. Why do we publish an annual trends post? Because what happens to the world happens to us all. It can be difficult to set aside time and brain space, particularly at this moment, to think about what’s out there and what’s coming our way. But if we don’t carve out that time, we risk being caught by surprise. We gather these trends in an effort to make it easier for you (and us) to be prepared, anticipate what’s coming, and actively engage in crafting the future instead of just reacting to it. As an organization and a field, we need to cast our eyes forward to that messy horizon and try and glean what’s coming. That’s always hard, and perhaps never harder than when everything seems in flux. But why not try, all the same?

Sharing the Impact of Arts Education with President Biden

On March 9, I learned that in 48 hours President Biden would be visiting Luis Muñoz Marín Elementary School in North Philadelphia. Our school was selected for the presidential visit because it received critical funding from the American Rescue Plan—funding that kept essential before- and after-school programming going, like the arts clubs that I co-lead. It is not uncommon at Marín for students to participate in two to three clubs each week. During this special visit, I would have the opportunity to share how the art and design clubs I run are making a difference in students’ return to school amidst the pandemic. Over the past two years, everyone across school communities has been asked to press on and adapt in uncertainty. It feels like we have a lot to make up for after so much time spent online, yet we’ve also grown a lot from this experience. This visit prompted us to take stock of how much we have done and how empathetic, engaged, and wise our students are, placing our experiences within a broader interconnected web. That day, I felt reinvigorated by my commitment to listen to my students, provide them opportunities to lead, and create clear connections between the work they are doing and the impact they can have on our school community, their families, neighborhood, city, and world at large.

Negative Economic Impact of COVID-19 on Nation’s Arts & Culture Sector Was Significant, New Government Research Shows

For the first time since the post-Great Recession period, the year-over-year value add of arts and culture production declined in 2020, from $930 billion in 2019 to an estimated $877 billion in 2020. Even with that decline, however, the economic impact of the creative sector is significant: the sector represented 4.2% of the nation’s Gross Domestic Product (GDP) in 2020 and supported 4.6 million wage and salary workers.

In addition to his work at The Hartt School, he is also the Programming Director of downtown New York City music venue Drom. “My two decades of work as curator and entrepreneur have taught me a powerful life lesson that I apply to my practice as an educator: To stay curious myself and to teach curiosity to my students. I love sharing what I know with others who are equally curious about music, the arts, culture, business, and how they all intersect. The work of CERF+ is vital within the larger context of the complex challenges cultural organizations and individual artists have managing—and surviving—disasters and emergencies. As emergency planning has become an ever-higher priority for cultural facilities throughout the country, CERF+ puts key strategic questions on the table: How do local cultural communities prepare for the enormous challenges of floods, fires, earthquakes, and storms? How do we meet the economic and human costs of such life-changing circumstances? With major support from foundations and other funders, local arts agencies across the country have developed programs to provide grants to individual artists. Though much of this support is earmarked for creative work, there is a growing recognition of what is required to sustain creative careers over many years or a lifetime. As Program Manager, Ariani Huguenin provides support for Cathedral Arts Project’s (CAP) direct service programs by ensuring Northeast Florida’s teaching artists and students receive the resources and support they need. Since joining CAP in 2017, Huguenin’s portfolio of work has included volunteer engagement, family communication, logistics coordination, and teaching artist support. “Arts education starts with technical skills and leads to life skills that empower students to know their worth and think creatively to problem-solve. At CAP, we have been able to track ‘Why The Arts’ matter through student attendance, behavior, and grade improvement. Quantifiable measures are wonderful, but the greatest impact of arts education is seen in the students that wanted to give up, but persevered and learned something new.”

Elizabeth Reitz Mullenix is the Dean of the College of Creative Arts and a professor of theater at Miami University in Ohio, where she teaches courses in world stages and American theater. As a theater historian, Mullenix writes about Antebellum culture/theater, cross-dressing, the American Civil War, first wave feminism, and gender/feminist theory. “I think theater has always been a great way to promote social change because it has the power to educate, raise consciousness, and emotionally impact audiences. The intimacy created by live theater affects people—audiences experience stories shared in real time by real people, stories about oppression and prejudice and how the world needs to change. Good theater can make people care and make them think.”

Located in Camden, New Jersey, Camden FireWorks is a Black-led, community-based arts organization that works to grow, gather, and invest in artists and artists-to-be in the Camden community. Executive Director Asiyah Kurtz is an applied anthropologist with 20 years of experience in leadership of private, nonprofit, and public sectors. “As a young arts organization, we had previously only relied on volunteers to teach our open studio workshops for our first five years of operations. With the support of our Board, one of the changes I made this year was to pay a meaningful wage to teaching artists for their time, labor, and talent. If I have anything to do with it, there will be no starving artists in Camden.”

Public Art Exhibitions & Collections Coordinator Morgan Ritter is an artist, poet, and arts worker, and has been responsible for the care of art and arts spaces for 14 years within many of Portland, Oregon’s nonprofit arts institutions. Morgan joined the Regional Arts & Culture Council (RACC) in 2019 and her personal art practice includes sculpture, installation, books, video, poetry, and performance. “Often, I feel playful, relating with the world around me in a flexible way where things like mud puddles, soda cans, and potatoes become compelling material to work with. Much of my artwork is sourced from these various fragments and consists not only of found objects, but found language from dreams, conversations, and texts. I find most interest in making meaning with matter that is not classified as precious or valuable. And now in these times, I am finding all the more reason to be resourceful and utilize the available domestic systems and dusty, garage detritus for their extrasensory, healing potential.”

In October 2020, Patrick Rath became the president & CEO of United Performing Arts Fund (UPAF), the largest united fund for the performing arts in the country. Since 1967, UPAF has been dedicated to securing community resources, promoting the performing arts as a regional asset, and improving the quality of life through responsible investment in and financial support of the performing arts in Southeastern Wisconsin. Every dollar raised comes from individuals, companies, and foundations. Rath brings more than 30 years’ experience in development and on the boards of several performing arts organizations to the role. He is also a classically trained double bass player and has performed with eight of UPAF’s 14 member organizations.

Art-making seeds a certain bone-deep faith in one’s instincts, a deeply grounded sense of comfort that frees one up to try new things. Developing one’s artistry is an exercise in taking risks and living to tell the tale. Mistakes aren’t only tolerated, they’re expected. Built into the artistic process is the act of rough-drafting, rehearsing, reframing, “take-it-again-from-the-top”-ing. The voice will crack at some point as we seek our sweetest, most vulnerable sound, and our foot will falter occasionally as we attempt a new pirouette. Producing meaningful art means that we’ve given ourselves space to experiment, iterate, fall and fail and get up and try again. The opportunity to correct flies in the face of an educational system predicated on the right/wrong binary of standardized testing. It’s radically freeing to look beyond that binary, and creative confidence is the byproduct. With creative confidence in place, anything is possible for our students.

Bernadette Carroll joined Act One as their executive director in March 2020, just as arts organizations across the country shuttered due to COVID-19. She hit the ground running and worked on a new strategic plan with board and staff to address the needs of schools and arts organizations during the pandemic, its impact on the future of Act One, and on the communities served by the organization. Adapting to the changes of remote work, Carroll and her team launched Act One’s new virtual reality field trip program for students.
